Finding Artifact Recipes?

I am new to the game and have played through much of IT (but not nearly all) and have yet to find a single recipe. Is that normal? Do they just drop randomly? Pardon me if this has been asked before but I could not find an answering using the search

I find it hard to believe that you didn't find anything about drop rates considering there's a thread on it two threads above this one, labeled quite clearly too.
