+2 to all skills does exist as green amulet!

Found a green text +2 to all skills and +26 to strength amulet with my 65th level Spirit/warfare char.

I thought +2 to all skills only existed on legendary items.

Excellent for my Dream/Spirit casting mage. Currently level 16 Distortion Ripple now.

there is also a set of wrists, stonebinder cuffs i think they are called, they are green and add +2 to all skills

Yes, you can get the cuffs from the medusas. With +1,+2,+3 to skills depending on the level of difficulty you are playing.

But yes, an amulet like that could have been very usefull!
