I remember this guy. Rakshasas in general are frustratingly difficult to kill and often wouldn't be worth the effort if they weren't in your way. I've raged at this guy more than Firkraag himself, probably.
Kill the suiciders first. You should be able to kill a couple without the Ruhk noticing you. Pull out your ranged weapons, get their attention one or two at a time, and kill them from a distance.
The Ruhk himself is immune to all spells up to and including level 5 (with the possible exception of Breach; I don't recall if it works on them in vanilla) and cannot be hurt by normal weapons. It can therefore be extremely annoying when rakshasas put up Stoneskin and/or Protection from Magical Weapons. The easiest way I know to get a rakshasa's protections down is with an inquisitor's dispel ability, after which a group of hasted fighters can rush in and chop them to pieces very quickly. If you do not have access to an inquisitor, summons can help distract him until PfMW wears off on its own.
You might also be able to sneak up on and surround him with Invisibility 10 Degree Radius. I forgot whether rakshasas could see invisible or not. Depending on whether you have any mods that allow enemies to prebuff, you could kill him very quickly this way.
If the Ruhk throws down Cloudkill, as IIRC he almost always does within a couple of rounds, move out of the area as quickly as possible and try to get him to do the same. This goes double for web.
The Ultimate Weapon of Cheesiness against any annoying wizard is a Protection from Magic scroll, which can be bought at the Adventurer's Mart for something like 3000 gold IIRC. There are only two in the entire game, but that limitation can be circumvented by casting Simulacrum or Project Image and having the clone use the scroll. Therefore, if you absolutely cannot stand a particular caster and don't care to play fairly, just give one of your characters Vhailor's Helm and the PfM scrolls, cast Simulacrum, and use one of the scrolls on the caster with the clone. He will now be defenseless and unable to do anything besides physically attack you.

EDIT: By the way, IIRC, a Ruhk is something like a knight or noble among the rahkshasa. As I understand it, the name indicates that this particular rakshasa is an exceptionally powerful one who happens to be a transmuter. I'm not sure why the developers decided to identify it beyond "ruhk" or even just "rakshasa".
I will add in some more tatics: you got a wizard or sorcerer? Try spell level 3 Melf's Minute Meteors and let the wizard discharge those meteors while your fighters charging in. And if I remember correctly, then those rakshasass have really good magic resistance so you will have better chance butchering them than slinging spells.
Minute Meteors are an extremely useful spell. I always have at least 2 memorized in every playthrough.
In my game - maybe it depends on difficulty? - the suicide kobolds can actually kill each other, as they explode on death too (IIRC). If you sneak around so that only one is visible and kill it with a ranged weapon, it explodes, killing others and leaving Ruhk to you. I think. It's been some time. At any rate, backstabbing him works well. Magic per se is useless, as he's immune to most spells you have at the time, but Minute Meteors work good. Spread the party around and shower him with projectiles, or send in some summons.
It has a lot to do with his/your level as well, and the difficulty that you are playing on... I encountered him a few times somewhat early in the game, and he really just buttkicked me Other times he got buttkicked by Minsc (and others)
Usually I run up and fire a cloudkill on those little goblins, and just pound the heck out of the Rukh (once the spell have disappeared) - I am a reaaaaaally lousy mage/cleric player
