I have done all of the quests for the councilors under skar (the big shell). I just went around to all of them and they keep telling me about the red book of councilors which I have and I have read all of their names. I have completed all of the quests but the plot does not advance. Alternatively, my google searches only turn up the official fan sites which are mazes where they show you 500 advertizements of skyrim. I used to go to one but I cannot find it.
I checked the UESP but it only told me all the quests and how to finish them. I will check again, but before I could not find a table with the quest triggers for becoming grandmaster (or whatever). I think that I just need to complete ALL the quests and not just the Redoran House fathers/mothers. There are other quests from the priest and the Ald Veloth etc people. So hopefully I don't have a glitch. I can't read the Red Book list of councillors from my inventory which is some glitch. I can still read it if I throw it on the ground and then look at it on the ground. If I have a glitch hopefully the console. Anyone else have a link to a fan site other than the advertisement filled official?
Hm. You could try checking the old, non-wiki version of UESP. Sometimes things are written differently in there. I do not remember the game well enough in detail to help you. But is it possible that you do not have the right stat requirements for the next rank? Or that you need to finish building a stronghold first?
