/i have been waiting by the tree for Dandelion to show up and he hasn't. Am I missing something?

It took me a while, too. I don't know if there is something particular that you have to do, but what seemed to work for me was killing all of the monsters in the area.

Just meditate (there is a fireplace where Adam sits) and wake up after dusk for about 2 hours, Dandelion wil show up
