Hey, I entered the thieves guild headquarters and found Servatius Quintilius just standing there. Is no place safe anymore, I have come back numerous times and nothing, just stands there and never leaves. What is going on?
Weird. You could try putting on the cowl to get him to chase you (maybe even smack him upside the head if he still won't follow), lead him out of the HQ, remove the cowl.
