The master trainers will actually train you if you're skill level is below 70, but of course you won't get referred to them before then. This can be circumvented if your playing on a PC rather than a toy, simply use the console, the command is setstage training$ 10 $ should be replaced by the skill you want training in, so if it's Marks(Wo)manship then the syntax is

Also if you are playing on a PC it's advisable to use the construction set to set the trainers to Essential characters, as some of them are suicidal; in particular:
Alawen - Marksman Trainer
Torbern - Acrobatics
Tooth-in-the-Sea - Alteration
Olyn Seran - Conjuration
Bralsa Andaren - Destruction
I've always found Alawen in particular dead, and I mean always, even when I've found her alive the first time she's been dead subsequently. I've also found Torbern and Bralsa dead more often than not. Talk about bad game design!
I've attached an .Esp which does this below, simply extract to your Oblivion\Data folder. It was created on a PC with Shivering Isles installed, it should still work on vanilla Oblivion though.
