Intensity of Spells gained through Quests?

I know there are a few quests where you get a spell. A few of these I looked up in the gamebanshee database and I noticed that the amount of damage they do is dependent on your level (novice, expert, etc) of that school. I was wondering if this is set in stone based on the level you are when you first aquire the spell, or if the spell gets more powerful as you do.

Spells acquired as quests rewards don't get more powerful as you level up, although they do require less magicka to cast as your skill in the related school of magic goes up.

So how would I get the more powerful of those spells which are all obtained in the same quest? Are you saying I need to wait and become more powerful to truly take advantage of the quest?

Spoilers - Highlight to read

On some quest spells, for example weak fireball (skingard recommendation) it doesn't matter what level you get them at. At least that's been my experience. Another one is the spell you get from Cheydinhal, bouancy. It's an alteration spell anyways. But a very nice spell called wizards fury, you get after you have progressed in the mage guild quest line a bit, sometime after journeyman rank. Don't remember exactly when you receive that spell. Anyway, if you want a more powerful wizards fury spell, gain levels first, because it is definatetly tied to your current charactor level.

And since we are on the subject of the mage's guild, here's another spoiler you may want to read...The higher your level, the better mage's staff you get when you complete all the recommendation quests. I've read that you want to be level 15 minimum to get the best, most powerful staff

yeah it did, thank you. It looks like I'll be back tracking a little bit since I'm level 2. I've done all of the mage guild quests before, thieves and dark brotherhood too. I cheated too much by using the duping glitch and killed the fun of the game for me so I decided to make a new one and go legit.
