How do these shields work?

I need help understanding why and how shields and any other wearable items work.
I got an Ebony Shield with value 16 in shielding. When I picked this one up it always added 16 to my shield/protection value but now it does not add any at all, instead, now it reduces the weight of my inventory by 11 and adds nothing to my protection. Same thing has happened w other shields too. I also have this light armor (which is not my chars strong thing) called Salamander Scale Shield which has a stated shielding value of 1, but it always gives me added protection of 6.
Why do the shields give me the correct added protection amount when first picking them up and later change in behavior? Why does the Salamander give 6 when stating 1?
And, yes, all of my items are repaired to the max.
I've tried unequiping everything, weapons and apparel and just equiping a shield, in this case the Ebony and it will not give me any added shield protection, only the lowering of inventory weight.

Do you have a weapon equiped? If so, is it a two handed weapon? Shields do nothing for you if there is no free hand with which to use them. As for it lessening your weight, that is because you have a heavy armor skill of 100, at Mastery level your armor does not encumber you.

For Salamander Shield, it adds six because it is enchanted with Shield for Six points, which means that when equiped you gain an extra six points to your armor.

You might try reading the manual as that is where many answers to simple questions such as these can be found.

I did go through the manual for the main problem. I did not check for the Salamander question though.
The main problem is still unanswered and, since I've posted this on 5 forums and no one has a clue to why the shield (Ebony and others) gives me shield protection when I first get them but then after a while stop giving me any added shield value at all, since no one seems to answer this it's making me wonder even more.

Hmm, I am wondering ... you are a Master in Heavy Armor right? What is your total armor, shield or no shield? It could be that you are reaching the max and it somehow all got bugged.

Hmm, thx, did not think about maybe having reached a max. I'll get back w info on my totals. But, I doubt it though. My char is only at level 18 and my shield protection w the Ebony is 40, w the Salamander is 46.

Is the shield broken? My guess is that it needs repair.

Just an update.
Playing around in the menu system made me realize that it's alla a bug. Armor rating shows without the shields added value in the Full inventory tab, but when switching to any other tab it will show the armor rating with the shields value added.
