| Two possibilities. First, the people who sell spells only do it during "business hours" (which vary somewhat depending on the NPC), so if you're talking to them at night or on their lunch break, they won't do business. Second, not everybody at the guilds sells spells; some of them only sell alchemical ingredients or recharge magic items.
