Help! Fathis Ules won't talk to me!

I've just finished the SpringHeel Jak boots quest, and I need to use Fathis Ules as my fence, but he won't talk to me...

He says something along the lines of... "Have it your own way then..." As if I said I wouldn't do something for him. I can't remember seeing him before, but I think he might have been in a quest before.

How can I get him to talk to me? Anyone have any ideas?

You need spoilers in your title!!

Did you give the honor blade of chorrol to the count? If so that's probably it. I am avoiding doing the same until after I finish any quests regarding him but try searching the forums for him, I posted a link to a mod (if you're on the PC that is) that might take care of this.
