Glitch in mage Guild recomendations ***Mages Guild spoiler***

Ok I am on PC and I am going around getting the recomendations from all the guild halls for the mages guild. unfortunately I have hit a bit of a problem in the form of a glitch. I am in the Bruma guild hall and I I have to find a missing person who has magically disappered. A guy in a green shirt said he would make this person reappear if I stole a book of spellcraft and give it to him as a prank. I did all that but I cant get him to make j'skar appear. Now I know there is a way with the PC to fast forward the quest How do i do so?

You talked to him at the appropriate time right? He said a designated time I believe, you can't just go to him immediately.
