Ebony Bow....cant find anything better(hlp!)

ok, i'm lv 23 now and i cant find anything better than this Ebony Bow! Been a few days now and i've been searching since lv 20, don't remember where but i heard that lv 20 is when you are supposed to be finiding the REALLY good bows that are supposed to be3 better then the Ebony one. Plz hlp

dont hit gates, try the daedric quests.
iirc there's a level 20 one, which I recall getting full glass/daedric armor and then some off of, I beleive someone should have a bow there.

There's also an NPC in a small town south of the imperial city(just like 2-3 houses) who's wearing mostly glass & has the top end bow.

I think bandits have the top end bows/light armor/cant recall what else and marauders have the top end heavy/blades/blunts... so find bandit dungeons with boss's in them.(generally 2-3 level places)
