Draconis quest (Spoiler)

I'm currently working for the for Black Hand and have been sent on a mission to kill the Draconis family. I've killed Persennia and Draconis and now I'm to kill Andreas in The Drunken Dragon Inn. The only problem is that there's a legion soldier in the inn who doesn't want me killing Andreas. How can I kill Andreas without getting the law on my neck?

I believe he's the one you can tell his mom bled like a pig, he'll attack you first then.
