However when i go down the passage the green arrow is still fixed on the maid. and when i go down to talk to the count he says somethin to the effect of i have said all i am going to say bother me no more. The witch that is with him that i got the potion from also wants nothing to do with me. I have tried waiting i have tried sleep i cant think of anything wrong am i missing something?

It's possible you have another quest relating to the Count that you need to finish first. If you have Ulterior Motives from the Mages' Guild, try finishing that off first.
Did Hal-Liurz go all the way down to the Count, or did she just open the door? If not, try to force her to actually go down the passage, either through Command Humanoid spell or another way.

If all else fails, you could always try the console to force the quest to the next stage.
In this case, I'd think you'd want
setstage MS40 80
which should go to the stage after giving the potion to the Count when the Countess dies. Note: you'll have to wait 24 hours again.

Hope you figure it out

I had the same problem.
Reloading my last save fixed the issue for me.

Here are some bugs that are related to that quest:
If the Count only greets you with "I've said all there is to be said. Trouble me no more" and refuses to say anything else, the problem is that you have started but not completed the quest Ulterior Motives. You will need to finish Ulterior Motives (by talking to Raminus Polus) before Janus Hassildor will talk to you about any topics.
There is a glitch where Hal-Liurz, the Count's Steward, becomes stuck in the Chamber of the Lost. Every time you speak to her she will say "Please, wait here. I shall let the count know you are waiting for him" but will never go anywhere. One possible way to finish the quest is to find the count, hit him, and have him chase you back to where Hal-Liurz is standing (without getting stopped by any guards along the way). Hal-Liurz should then go back to the Great Hall, although may require similar forceful persuasion. You will need to pay the fine for assaulting the count and his steward, but then you can go to the Great Hall, wait for 24 hours, and the Count should show up to give you your reward
Other way to complete this quest is break in the Castle Hall and speak to the count by yourself. The Count is upstairs from the hall with a throne.
And here is a bug that you might actually find enjoyable: After the quest reward is received, it is possible to keep pressing the reward topic to receive the reward over and over again. It is possible to return to the count later and do this anytime, even after the quest is completed. There does not seem to be any limit to the amount of gold you can amass.
