cant find councellor Ocato

In the quests following: Aid for Bruma I cant locate councellor Ocato. If i go into the imperial palace the green arrow tells me to go to a sewer in the abatorium and if im there it tells me to go back to the palace! I rlly need to find Ocato cuz I aslo want to steel his staff

I'm having the same problem finding the dude in Skingrad that I need to see to buy Rosethorn Hall. The arrows finally lead me under the bridge to the castle, to a tree. No one there. I don't get it.

Maybe it stems from the same problem, so your answer could be mine as well. I'll check back here.

Guy with the Aid for Bruma problem, Ocato's not going to lend you help anyway so it's best to just ignore him and go to everybody else. Skingrad count guy problem, he is a vampire and has a secret compartment where his wife is "away" because she is very ill. He may be in there at the time but if you go into the main castle and talk to an Argonian servant of his she will go and fetch him for you. There is no way to get into the secret room except at one point the "Vampire Cure" quest.
