Archers + Weakness to Frost (spoilers welcome)

New to TES (3weeks) and unclear about the mechanics of the game. Have been unable to locate answer with a search...Trying my hand at (role playing) a D-elf /Atronach/custom archer. If I make frost damage potions or get an enchanted bow with a frost element added will the destruction spells of Weakness to Frost add a damage modifier?

Is it true there are no elemental arrows for sale?

Is TES 3 on par with Oblivion? Is it worth buying?

You'd do better to post about Morrowind in the appropriate forum. But I'll tell you this: I think it is a far superior game. Much easier on the system requirements (which also means running a lot more mods), and with a quest system that doesn't assume you're 8 years old.

You can make frost damage poisons, and they will be applied to the bow on your next shot. If you miss with that shot the poison is wasted. weakness to frost damage spells will work (on a percentage and time basis) for the poison too.

You can find bows and arrows with elemental damage as loot, and you can buy majic bows. There is a nice bow for sale in Bravil at a shop on the canal (forget name), but I've never seen enchanted arrows for sale, nor can you create your own at the arcane university.
