Why Can't I Join Other Houses?

Is the point of the game to join all the great houses and then unite them in some way, well, i'm the head of Hlallu and I am unable to join house Redoran. Does anyone know what i can do or how i can fix this?

You can only join one house (with the exception of a glitch, or a mod if you're on the PC). Please use the search feature to look up house, and get tons of details on this that are in our database.
