Where is Vedam Dren

Where specifically is Vedam Dren, I've searched Ebonheart five times over and haven't seen him. Please tell me

Go to the area to the side of the council chamber entrance that has 3-4 people and a big plant. Then go up the stairs.

Thanks and all but, I don't understand what your saying...I have no idea where the council chamber is. When you said plant did you mean the dragon statue

No. Do a Divine Intervention to get to the Imperial Cult. On that platform one door goes to the cult, one to the council chambers. It's in a separate region of Ebonheart than the docks.
