what you do with stalhrim is give it to
these nord near lake Fjord near Soltheim
and Raven rock

i'm speaking about those in almost all barrows inside the ice blocks. When i try to activate them i'm just getting the response about lack of tools.

It´s part of the Raven Rock quests. You get the ancient nord pickaxe (or something like that) from outcast nords near Skaal village, when you go talk them about Stahlrim. Falco gives you this quest.
