You find the puzzle canal in the Temple (the southernmost) canton in vivec, i think you want you want to go inside puzzle canal lvl 3.

How to "use" the puzzle canal (highlight)
To get to the shrine you need to enter the puzzle canal and read the inscription on the shrine. After that all you got to do is do go drown yourself, just wait until your health goes out and you screen goes black, after that you get full health and you can access the real shrine. You should be able to understand the rest by yourself.
