Trouble with a Redoran quest (Spoiler)

I have been looking in and around Caldera, the Caldera ebony mine, and the Caldera Mining Company for a Khajiit slave named Dahleena. Supposedly if I free her and the rest of the slaves the mining will halt. After several hours of exploring every nook and cranny I am unable to locate her. I am worried that she was in one of the two slave huts in the mine area in which case I freed her a long time ago while exploring that area. This may have created problems for the quest now that I am trying to do it... Uf this is the case does anyone know how to fix it?

Another possibility is that I am wasting my time and freeing her is actually not the way to complete the quest. In that case please don't tell me how to do it, just say I am not on the right track.

I'm a redoran too, though haven't done this quest yet, but my guess is that if you needed to free her and you have done it before, then it should not create a problem and if you go back to who ever gave you the quest then they should be satisfied, but this is only the case if that's all you had to do.

Yeah, it should, but I have read posts from people with similar issues in which they did something earlier in the game required for the quest and they can't finish it now.

Some of the people in town talk about the fact that the mine wouldn't be able to run if the boss wasn't there, yet talking to pretty much every npc in the area has given me no more information on this "boss" person. I have tried killing the guys who say their job is to make the mine run smoothly, but no go...
