umm you dont go to skaal village first of all, go to fort frostmoth and in the imperial cult shrine i believe he is on the top floor...im pretty sure his name is carius...? but either way, hes on the top floor and he gives you quests, you have to do them first, and then go to skaal later...they sorta tie together... |

thx and i spent 30 min. maybe looking for the skaal village a waste of time,but i at least i figured out the coc cheat |
