i actually have found a spell that does restore your magicka. you are going to have to create it yourself, however, it is very good.

HIDDEN SPOILER

create a spell that fortifies your intelligence (since magicka and intelligence are measured the same way) to a very large number beyond what you will ever have. then set it for one second. the magicka will increase for that one second and after it is finished will go back down to the original maximum amount your magicka is set at, filling back your magicka that you had already lost.
