I had a good long search and found no thread similiar to this one, soo, does anyone know when Rethan Manor exists if you are not Hlaalu? Because I want to use my Rethan Manor Land Deed, can you?

i talked to him, with my deed, and he said, yes, you have to have the land deed, maren alen at the hlaalu treasury can sell you one  is this a glitch or what?
