recharging enchanted items

I'm using a health ring and the charge is going down but im not finding how to recharge these items.. im sorry im so new at this. Is there a person that does it for a price ? ive looked everywhere.. or how do i learn to do it myself,, if so im at a loss to figure out how..ive looked on the walk through also..
