I went with hlaalu, but i've never heard of your pridiciment, you could go to moonmoth fort outside balmora and speak to the guy in the gaurd bedrooms(i can never remember his name, im sure someone else on the forum does) anyway he tells you about the ''bad people'', now if you ask the theives guild about the bad people they will bring up the comanna tong in blue writing so it can be used as a conversation topic.
As for the strongholds i went with hlaalu and the strongholds look just like the houses in balmora ,not very intresting and there isnt alot of room to store things.
Redoran have alot of room to store things and look like the houses in ald ruhn.
The telvanni are the best for strongholds i think, they live in mushroom towers ,yay, im not sure about storage room for them though.
