i know this is a dumb question but where can u buy masters lockpicks?

I don't know where you can BUY them, but you can steal some in Balmora, in the Lucky Lockup.

Often you can find them in Thieves guild areas... But the best place i have found to buy them is from a lady in the House of Hlaau manor just in Balmora... She is right there as you walk in.
