Intimidating etc.

All my early quests seem to require that I have the ability to
intimidate the other guy to attack me, my speechcraft has been
bought up to 23...what should it be at to be effective taunting,
intimidating etc.?? Any help would be appreciated...

A major skill (30-40) seems to really help, IMO.

does it have to be a major skill, or can it be minor skill at 30-40?

My reason for suggesting major was because major skills automatically start higher, but it's entirely up to you.

Well, bought up speech to 32 or so, will not let me raise it anymore cause it says I have hit my governing level, or something like that, what does this mean?????

Look at your controlling Attribute (Per ?)...you can't train higher than that.
