| | | Help with Imperial Legion

I have a friend that after he became the leader of the Imperial Legion they let him build a fort...but I can't find out who to talk to about that.

| | | You can't get a stronghold in the imperial legion. Hlaau, Redoran and Telvanni only. There are a few mods though.
