Help on the NW Island

I'm playing the Xbox version of the Game of the Year Edition.

I'm up on the Nord Island to the NW. I'm going through the trials in the Nord town of Skaal. The shaman is telling me to meet this guy at nightfall on the western shores of the lake for the hunt of the Riistal. HE'S NOT THERE!!!!! I waited all night roaming up and down the shore to find him. An attempt on my life was taken. Am I supposed to finish that out. I went back to the town to talk to the shaman to see if he wasn't supposed to be there and I would have to do another quest to right that, but he just asks if I finished what I was supposed to do and tells me to still meet the guy at the shore of the lake. Also I asked a guard about the assasin and he told me I should report that to Ebonhart. Should I do that or is there a glitch in my game.

Ok. Here's the scoop for what it's worth. I cannot help you with Bloodmoon as I haven't done it.

If you take on either of these add-ons before raising your character to at least level 20 you may find yourself seriously out of your depth. You can stop the attacks by visiting Mournhold. When I did this mod I had finished the main quest and many faction quests and was at about level 45. Since I had no reason to return to Vvardenfell, I don't know if the attacks would have stopped permanently just because I had travelled to Mornhold or not; once I got there I did the complete mod. There is a walkthrough (can't remember where) that suggests the assassins will only try to kill you up to 10 times. If you can survive that, and aren't sufficiently strong to take on the Mournhold quests, follow the main quest and faction quests until you are.

Thanks, I can handle any attack (level 67 with all attibutes at 100 except Luck) I just can't find that one guy at the lake.
