Gentleman Jim Bug? (Spoiler)

After finding out what happened to Nads Theron and bringing back his key, Gentleman Jim is no longer in his little room behond the bookshop. When asked, the other character in the room says "look around fool" as if Gentleman Jim is right there. Am I missing something here?

This is on xbox by the way.

It happens sometimes a NPC gets lost - behind some scenery most often (so a NPC is there from game's point of view, but you can neither see nor reach it). If you have xbox you most probably could only try to leave-save-reload or come back after 72 (in-game) hours and hope he would have been reappeared - or use an earlier save.
