You can enchant a weapon by equipping a charged soul gem, but your enchantemnt skill is probably a little low to pull off much right now without a lot of failures. Try enchanting an item that summons a bound weapon - buy a bound weapon spell of the type of weapon you want, get a charged gem by casting soul trap spell on a beast then killing it, or buying one, then equip the gem and enchant whatever item - ring, amulet, belt, dagger you want.

If you want to get a five times bonus to Intelligence at level up you have to level up Intelligence based skills: security, alchemy, enchanting, and conjuration. You have to level these skills up total of 10 times in the space of gaining a level. It doesn't matter that only one of them is a major or minor skill for you they will still count, although it will be harder. You CANNOT train them up though you have to improve them through practice. So try to pick every lock you find, gather ingredients and brew a bunch of simple potions, get a enchanted item and use it a lot (using any enchanted item improves enchanting slowly), or cast a million conjuration spells (probably the easiest way).
