I'm not sure either, if they do I'm sure it's slow. If you have bloodmoon you could easily gt to raven rock and take some ebony, then wait it out. Maybe start a new character for this purose and just advance to time until it respawns..

i returned to the caldera ebony mines after stealing all the ebony there and there was no new supply. im not sure how much game time passed but it was somewhere in the neighbourhood of 40 days. if you plan on checking this out, be prepared to spend a long time resting.

I'm willing to bet that these things in Morrowind are modelled on real world renewable and non renewable resources.
Like diamonds, coal or oil, once ebony, glass and diamonds are "mined," that is it, they are gone.
Conversely, any plant life will regrow after about a month.

I would like to see what would happen if you just sat there for like 20 years.. advancing the time. I wonder if any of it would come back.. That's just the thing Bethesda would throw in.
