Confusion on the leveling bonuses

Please pardon my ignorance. I've read that in order to receive the maximus bonus (multiplier??) for each level, you should gain 10 points total from your major/minor skills, AND get 10 points from your Misc skills for a total of 9 bonus points? Do you do this for each specific attribute? Meaning if I get 10 points of skill ups from Major/Minor skills that were exclusively STR, and 10 skill ups on a Misc skill that is also exclusively STR, then when I rest I will get 9 bonus points to STR and a new level?

You cannot go further than 5 pts for each attribute.
