Just go to your local clothier/merchant and pick up some black common clothing.

Are you on PC or Xbox?

There are plug-ins that provide black cloaks and clothing generally, but I haven't seen much in the original game.
Unless you count the ubiquitous black pants and shirt worn by many smugglers, and the Dark Brotherhood armor you can acquire if you have Tribunal.

Check The Summit (the link is in the Morrowind Yellow Pages at the top of this forum). Once there, do a search under clothing/armor etc.
