You should find a discussion item about this (it's been a while, so I can't give you chapter and verse). Taunting him won't do it as that would cause the fight there and then. It is a duel you want and this must be done in the Arena.

I know how frustrating it is when obstacles like this hamper your progress!

I'm not sure taunting will make this particular person challenge you to a dual but you don't need to wait for the completion of the last stage of your Stronghold to challenge him.

However, you do need to meet the requirement for Archmaster (ie Endurance and Strength 35, one skill at 90, two skills at 35) or Bolvyn Venim won't accept your challenge.

Maybe that's why it's not happening at the moment...

It's for the Hortator quest, no requirement needed

Make sure to have all the other redoran councilors agree to name you hortator.

Check if you have the "duel" discussion item from selthin (not sure about the name.. the guy who asked you to save his son from Venim manor).

until all other councilor members have agreed to choose you you can't duel him.

Yes, sorry, I got confused there with the Redoran House quest asking you to do the same thing to Bolvyn Venim to become Archmaster.

As Laenor has said, then, it must be that certain dialogues haven't been triggered. Go back an make sure you've spoken to everyone.

To answer your other questions, Scorpio, I don't know of a site that has console codes on but I'll have a look. The codes I've seen mentioned have been fixes for specific problems only.

And, as for what to enchant, there have been lengthy discussions on the subject on this forum like here:
