where do you get the tools in bloodmoon cos i no that you can get a betta weopon than the sundar if you have them please tell me where they are

I dunno if they were better (assuming we're speaking about the same thing), they just do not require Wrightguard.
You need only one tool to gather stalhrims and you are going to obtain it in course of East Empire Company guests.

I´m not sure but I believe you cold kill a guy to get the unique item (ancient nordic pickax) required to get stharlim

The man that has the pickax is Garling and hi lives in the south end of the big lake. But I'm not certain on if you if be able get the stharlim crafted if you kill him.

So you had befriende to the bag guy. If you had made another choice before, there would be (and mayhap still was) another way. Not mention the fact that you could make more stalhrim items (since there is only that much stalhrims) and at less cost; and even more - you won't be able to get more after you'd killed - inevitably - that bad guy . :/
