Balyn Omavel (Morang Tong quest)

In the Morag Tong guild hq Taros Dral (priest) asked me to help him with a duty he's been given by Mephala.
I have to poison Balyn Omavel but i have no clue where he can be found ... no help by the journal either

Any help pls ?
