External harddrives and transferring data between laptops

Hi everyone, I'm looking for a bit of advice. A friend of mine has bought a new laptop and wants to transfer everything from her old laptop to the new one. Does anyone have any suggestions as to the best way for her to do this?

Also, related to the above question, does anyone recommend any low-budget, reliable external hard drives that could be used to transfer everything from one pc to another? Nothing expensive as she just wants the lowest cost hard drive that will get the job done

I think with some cheap cables you can do the transfer.
