Changing MP3 bitrate

My question is, does anyone know a free programm which allows me to convert MP3's bitrate to lower?

Currently, I have over 2700 tracks on my HD, most of them in 256 bps or higher bitrate. Now, as I'm running low with free space in my HD, I was thinking that I could convert all my music to 190 bps. Now, WMP doesn't offer any way to do this, I really don't like the idea of removing all the tracks from my HD, then reripping them from the cds. So, does anyone know good and free program to do this conversion?


Oh, and side note, all the tracks are from cds I have bought legally, so we ain't talking any pirate stuff here.
I just like to have all my music on HD so that I can listen them where I want and can easily make changes to my portable MP3 player...

I'm not sure if this answers your question but I think Lame MP3 might do the trick. Quite a number of tech guides keep using this program when it comes to testing new PCs. I do recall ever coming across other software that can change bit-rates but they're not free.
