That wouldn't make much sense, from a gameplay perspective. Imagine some low-level guy with a range of powers that only a high-level person can achieve. Don't you think it will be strange to see someone like that?

I agree. That doesn't make sense. Besides, where's the fun in being that powerful so soon. Half the fun of the game is working your way up and gaining power. If you are already a powerhouse where will you go from there??? They can't kill the gameplay just for the story. They have to balance story and gameplay...

As for both Revan and the Exile, they could still stay on at their respective level, provided the role they play in the game is minimal and the main character is the main focus of the game.
