First a warning: when the Mods see this they will yell at you; they are VERY strict on this board about asking questions that have been repeatedly answered in other threads. They like people to use the Search function.
Next the answer to your question:
First of all, you need to have reached level 15.
Secondly, you need to have got a lot of Influence with the person (Mira, Atton, Handmaiden, Disciple or Bao-Dur) who you wish to make a Jedi. I've been told if you have LOST a lot of influence it also works, but have never tried it. In general, you need to to have ;'gained influence (ie. had a screen note about it) at least 4 times with that person, somethimes more. There are some very good influence guides on the web on rival sites, btw.
In addition to the INF, there are specific things you need to do for some of the characters.
For Handmaiden, you have to have sparred with her and won 3 times. Then you have to ask her to put on some clothes
in the same conversation that you won the third time. When she does so, ask her about them. Then go ask Kreia about the clothes. Then come back and ask the Handmaid again.
For Atton, you need to have spoken to 2 twileks in the Refugee Sector, who tell you that Atton isn't who he seems. Then ask Atton what they meant. He gets very spiky, but eventually if you choose the right options and have enough INF he'll tell you about his past and agree to be trained.
For Mira you have to have found out about her past. Then you have to go to Naa Shaddaa, to the place in the Landing Pad where Kreia showed you how to feel Naa Shaddaa with the Force and boosted your Force points. Take Mira there, and you'll trigger the conversation.
For the other 2, you just need INF. Click on Bao-Dur; if he says 'Having you around again has ahd an effect on me, General' you're set to go. Follow the conversation. I don't rememeber the exact words you have to follow with the Disciple, as I never bother with him.
Incidentally, you may find you want to 'save up levels' for these characters until you can make them Jedi.
Final note: always save immediately before Jedifying Handmaiden; there's a common bug which makes the game unwinnable which can randomly occur here...
