Hm, I missed this before and thought I would take the time to answer it now.
Basically, a soldier and scout do get the same number of feature points, except it depends on which attack feature you plan to use.
The soldier gets 8 feature points as he levels for the first 8 levels.
The scout also gets 8 feature points, if you count the free implants.
However, if a soldier wanted to use Flurry, he would have to spend one of his 8 feature points to get it. Whereas, a scout gets Flurry automatically and gets to keep his other 8 feature points. In this sense, the scout actually has more feature points, because the soldier had to spend one in order to get the Flurry feature that the scout automatically starts out with. Same goes if a Scout wanted to use Power Attack. He would have to spend one of his 8 feature points to get level 1 Power Attack that the soldier starts out with.
So for all the people here who like to use Flurry, but play the soldier because you like playing with feature points, just know that you would get 1 extra feature point if you played as the scout instead.
On another note, I decided that I would have Luke become a sentinel, since sentinels are basically defined as a cross between a guardian and consular. I personally think that is exactly what Luke was supposed to be.
