Rulan - tach (spoiled)

Hi I am brand new in this, I have have notice that I have to put "spoiled" if I speak of specific quest of the game, I hope I'm right.

So I've find Rulan and he have change into a tach monkey, my problem is that I cannot kill tach, they appear friendly to me, is there a way I can change this, I can't even throw grenade at them.

If you follow him over to the cul-de-sac you can click on the monkeys (you get the talk symbol) and you'll get the option to kill them or not.
