I have aJedi who has reached level 3 in duel-weapons skill, as well is level 3 in Burst of Speed and Critical Strike and I'm wondering if it is more effective to have him use 1 double=blades saber or two regular sabers. I have the Solar crystal already and am just wondering which would give me an advantage.

I prefer to make one powerful dual blade lightsaber, it seemed to to the most damage. Plus I like the look of it.

As my wife's grandmother used to say, "Each to their own, said the little old lady as she kissed her cow."  I preferred two lightsabers, because with different upgrades, you got the benefit of additional effects.

Agreed with fable.
With two lightsabers, you get the capacity for 4 upgrades, and not just two with the double bladed lightsabers.

You still get 4 upgrades with a double-blade. The 2 crystals inside a double-blade work on both blades. So it's actually like having 4 crystals, even though you are only using 2 crystals. A rare, damage increasing crystal will effect both blades inside a double-blade. However, I don't think crystals that give bonuses to blaster bolt deflection will work on both blades inside a double-blade. Regardless, a double-blade is a good way of doubling your rare, powerful crystals.
Another difference is that double blades just do more blunt damage, while single-blades have a higher chance to land a critical hit. A double-blade with no crystals will do 2-20 damage and has a 5% chance to land a critical hit, with each blade. A single-blade with no crystals will do 2-16 damage and has a 10% chance to land a critical hit, with each blade. You mentioned that you have level 3 Critical Strike. That means you should be dual-wielding two single-blades. Master Critical Strike quadruples your chance to land a critical hit. This means a single-blade will have a 40% chance with each blade, while a double-blade will have a 20% chance with each blade. In your particular case, if you focus on increasing your lightsaber damage, you will definately deal more damage with two single-blades.

With two blades, you get the 4 upgrades, spread across 4 crystals. So it's a difference of approach, really. I prefer the spread of different, additional benefits in two blades. The double blade concentrates the effects, instead.

in my most recent playthrough (after not having played in awhile)
the strongest saber I could build was a 8-22/8-25 (even by the end of the game)
I thought I remebered having made a 9-25 in past games but, can't remember how
is there a 9-25 in this game or am I thinking of the second game???
if so, what crystals???

If you have access to Yavin, you can certainly beat 9-25. These aren't necessarily the best builds, they're just two that I already had the numbers at hand for:
Double blade/Mantle of force/Sapith/Solari: 2d10+1d8+4 (+2d6 vs dark) = 7-32, avg. 19.5, + 2-12 vs dark.
Double blade/Heart of guardian/Krayt/Upari: 2d10+1d8+2d6 = 5-40, avg. 22.5.
If you've gone critical strike you'll probably want to go for two singles, though I seem to remember that you can only increase the threat range so far.

I currently have it with a Sapith/Opila, which gives it 8-22 (single blade) 8-26 (double blade)
critical threat: 19-20(20-20 on the double), x2 +2-12
attack modifier: +2

I also preferred 2 lightsabers over a double blade one. I carefully balanced my upgrades and gained a very nice effect from them.

I usually carry a double, for over all game play...
but, will have a few custom singles ready for different occasions, depending on who or what I am going up against
one usually a high hit point (like the 8-22 I mentioned above)
then others with differnet specialized defends, against droids, dark side,...ect
