Don't you need to just have the two characters in your group and walk around with them in order to get them to dialog?
As for Juhani, all you have to do is be nice to her. Don't worry about trying to impress her, just pretend to be interested in what she's saying. Girls go for that kind of thing.

Have them in a group in the same time. They'll talk don't worry. As for the romance with Juhani, get to know her, be nice to her talk to her about her past. BTW she's Bi, so it will work with a female and a male. :P
