The best option must be that no heathens leave the Citadel drunk... or at least not try to drive home in a car or a bicycle.

You know you really shoudn't worry I have the portal with me and its ready and functional, ok right in you go.

I believe the main atrium is what holds most of the building up so it may help to strike there.
