My mistake, it's cast time, not cooldown. I misremembered. It's for spells like fireball that take a few seconds to cast.
I haven't personally tested it, but iirc it resets the cooldowns for all your spells.
I know up to 12 doesn't give you infiniscrolls. Haven't tested damage side by side but it hardly matters when you can spam blast nova nonstop....
Entangle doesn't work on fire drakes, so probably not.
Oh god scribe is broken. With a little more testing, I had a 100% chance to not consume scrolls as early as level 15.
