To clarify what kmonster is saying, aokslayer, in PoR there are no mages, only sorcerers. A sorcerer's primary stat is CHARISMA, not intelligence.
(In PoR, intelligence is of use primarily only to rogues, as it helps them disable traps. For most sorcerers, it's worse than useless; it's a dump stat.)
Your sorcerer cannot memorize spells from scrolls; he can only learn new spells when he levels up. And regardless of what spells he knows, he can only cast those spell levels up to his Charisma minus 10; in other words, to eventually cast 8th-level spells, he'll need a minimum Charisma of 18.
There are magic items out there that can boost Charisma if worn, some by up to +6. But as with all other stats, these magic item bonuses don't stack; a +2 bonus from a pair boots and a +4 from some gloves still only adds up to a +4 total.
Hope this clears up your confusion. The 'sorcerer vs. wizard' misunderstanding is one of the most common mix-ups in the game. (For the record, the big advantage of sorcerers over other mages is that under 3.5 Rules, they can cast ANY spell they know; they don't - and in fact, can't - memorize their spell choices ahead of time.)
